UPDATE: Learned on June 7 that Fusion Apps will be under "controlled availability" for the foreseeable future (based on the context of the update, I take that to mean around the end of the calendar year). As I understand it, Controlled Availability ("CA") is different from General Availability ("GA") in that CA allows Oracle to advise customers as part of the buying process in order to help maximize the chances for customer success with the product.

Why would you download something that should be delivered a true (i.e. multi-tenant) SaaS. What am I missing here? Don't tell me they expect you to run Fusion apps on-premise.

Can you share with us the detail of what has been released to avoid having to go through the edelivery registration process.

@Naomi: Some customers (maybe public sector with special security requirements) will want to run Fusion Apps on premise, so Oracle provided the option. I'm working with one of those customers now. Not that I agree with running Fusion Apps on-premise...
